Metro’s financial future

Metro is facing a significant budget shortfall due to a decrease in ridership caused by the Covid-19 pandemic. A second relief package from Congress in December 2020 allowed Metro to avoid layoffs, continue providing essential travel service and prepare for transit ridership to return. However, even with the additional funding there is not enough money to fill the entire budget gap for the fiscal year that begins July 1, 2021.?

Metro is working with our Congressional delegation to secure additional funding to continue providing service as the region comes back to work. But service cuts remain a looming threat, and Metro must plan accordingly.

Metro’s budget for Fiscal Year 2022 (July 1, 2021 – June 30, 2022) is under consideration now, and Metro is requesting your feedback. Metro’s Board of Directors and management will consider your feedback when making difficult decisions this spring.

The public comment period is now closed.?

Metro expects to avert service cuts and layoffs that had been proposed in the FY22 budget thanks to new federal relief approved by Congress. Feedback received during the public comment period will be provided to Metro’s Board of Directors and management to help them make decisions about pandemic recovery. 2021 proposed service plan

Effective May – December 2021

The proposed service plan for 2021 maintains current rail service levels and increases bus service in a staggered approach through the end of the year.?

  • Restore full or partial service to 10 additional lines to add more access across the region

Metro's Capital Budget

Metro has two separate budgets. Its operating budget is used for day-to-day expenses like providing daily Metrorail and Metrobus service, and its capital budget is used for investing in new railcars, buses and paratransit vehicles, improving stations and platforms, upgrading fire-suppression and emergency response systems, building new bus garages, replacing and repairing tracks, tunnels, bridges, signals, and more.

The proposed Fiscal Year 2022 capital budget of $2.6 billion, and six-year capital plan of $12.3 billion, includes investment in ongoing projects, prioritized system preservation and renewal needs from the Capital Needs Forecast and asset management and reliability plans.?Learn more about the proposed FY22 Capital budget here.
